Create one or more tools for a given MCP server in a single call

The only way to create tools -- always a list, even for a single tool. Creates all tools atomically: either all succeed or none are created. Validates every tool name for uniqueness under the server before persisting any. Only supported for non-OAuth servers (oauthServer=false); OAuth servers get their tool catalog from a live discovery call instead.

Validation failed -- blank name, duplicate name within the batch, name already exists on the server, or the target server is an OAuth server. Error code MCP-1001 for existing names, MCP-1002 for duplicates within the batch.
